Language drafted by West & Jackson could gut regulatory authority of Wildlife Resources Commission
  


As you may recall, a dirty scheme to enrich a few wealthy landowners while risking destruction of North Carolina’s deer population through “Chronic Wasting Disease” (CWD) – and with it our hunting tradition – is being bankrolled by retired Food Lion CEO Tom E. Smith (now the largest deer farmer in the state) and foisted on you by Agriculture Commissioner STEVE TROXLER, Senator BRENT JACKSON (R-Duplin, Johnston, Sampson), and Representative ROGER WEST (R-Cherokee, Clay, Graham, Macon).

To give you a feel for the cronyism involved, Smith is a friend and big-dollar donor to Troxler, Jackson is a longtime buddy and frequent henchman for the commissioner, and West represents a district near the “canned” hunting preserve described below. The Eastern Band of Cherokee Indians, on whose reservation the hunting preserve exists, is West’s top donor to the tune of $6,000.

Big bucks for big bucks

Under the scheme, the state would resume issuing permits for importation of captive deer – stopped in 2004 to prevent CWD from spreading to NC from the 23 states and 2 Canadian provinces where it is currently decimating deer herds – and transfer authority for the “captive cervid” program from the NC Wildlife Resources Commission (NCWRC) to Troxler.

Their motivation is big money: Hunters pay “canned” hunting preserves up to $14,000 or more to shoot trophy bucks with genetically engineered antlers, some of which are so grotesquely huge that animals can barely hold their heads erect. Although prohibited under NC law, one such canned hunting preserve exists on the Cherokee Indian Reservation.

The latest subterfuge on SB 513

Section 14 of Senate Bill 513 would do the deed, and is now under consideration by the NC House Wildlife Resources Committee (not to be confused with NCWRC). Although a committee chair claimed to GRNC that pressure from you meant the bill wouldn’t get a hearing, that claim now appears to be a lie. Instead, sources indicate that a “Proposed Committee Substitute” (PCS) being drafted by Jackson and West would gut the NCWLRC by stripping it of all regulatory power. The PCS could be heard as early as Tuesday (9-22).

Arrogance on display

To give you an idea how little Troxler, Jackson and West think of your efforts to preserve our hunting tradition and stop the spread of CWD, consider that they have already funded the “captive cervid” program at Troxler’s Agriculture Dept. to the tune of $148,000 by quietly slipping it into the budget compromise recently adopted by the House and Senate.

You heard it right: Troxler & Co. have already allocated taxpayer money – YOUR MONEY – to fund a program which you oppose and which they haven’t even enacted into law, demonstrating clearly how arrogant they are. The question now becomes WILL YOU LET THEM?

NC House Wildlife Resource Committee Members:

Nothing about Section 14 of Senate Bill 513 is acceptable. The section would once again open the way for importation of captive deer to be shot in “canned” hunting preserves such as currently exist on the Cherokee Indian Reservation. Even beyond the cruelty of breeding trophy bucks with antlers so grotesquely large that animals can barely keep their heads erect, transportation of captive cervids has been linked to interstate transmission of “Chronic Wasting Disease” (CWD) – a “Mad Cow”-like disease which is not readily diagnosable, not curable, can be transmitted through the soil for decades, and may take up to 15 years to display symptoms.

As determined by a 2011 report from the North Carolina Wildlife Resources Commission, spreading CWD to North Carolina via cattle trailers would result in a massive reduction in hunting and cost our state tens of millions of dollars. Worse, the scheme risking our hunting tradition and responsible wildlife management appears to be intended to benefit a few wealthy deer farmers.

I strongly urge you to keep all wildlife management under the purview of the NC Wildlife Resources Commission, and to stop any effort to expand deer farming in our state. I will be monitoring your actions on this issue through Grass Roots North Carolina legislative alerts.
