On May 7th GRNC issued
an alert

warning that there was consideration in the House
Select Committee on Ethics & Governmental Reform to
expand the definition of a lobbyist to include GRNC
volunteers.Committee Co-Chair Rep. Joe
Hackney (D-Orange, GRNC 0-star) replied to at least
one GRNC member with this message:
"I don't know where this
information came from, but it is incorrect. Joe"
This email was forwarded to GRNC President, Paul
Valone who replied:
There is indeed an
explanation, and it hails from the following portion
of the transcript of the April 28 meeting of the House
Select Committee on Ethics and Government Reform:
"Representative Earle was
recognized next and asked how a lobbyist was defined
in the bill. Mr. Reagan responded that a lobbyist was
defined as a person hired by another to influence
pending legislation or establish good will for
potential or future legislation. Representative Earle
then stated that non-profit organizations should be
included in the bill – whether the non-profit has a
registered lobbyist or not. She stated that many
non-profit directors, although not registered as
lobbyists, regularly participate in lobbying
activities. As a result, she advocated for further
changes to the bill. Chairman Hackney then encouraged
Representative Earle to work with the Committee’s
staff to address her concerns."
Perhaps Chairman Hackney
(copied above) could explain how this
"misunderstanding" might have occurred.>
Hackney could only reply with this:
“So far as I know Rep.
Earle never followed up on the conversation. I know I
did not. Nothing came of it. Joe Hackney”
GRNC believes nothing came of it for now because
of input from you. But the language in a bill can
change in committee or on the House or Senate floors.
Please monitor your email regularly for alerts while
the General Assembly is in session. Sometimes things
happen fast and deception is often used.
Note: Rep. Hackney is the NC House Majority
Leader. He is also Chairman of four House Committees
and Vice-Chair of House "Rules" Committee and is
considered by some to be the most likely next Speaker
of the NC House. You, the GRNC members, caused a
powerful legislator to make a mistake that is not in
his nature. You turned up the heat and they saw the
light… for now.
