Gun Rights Supporters:
Congratulations. Thanks to you, America will resume being America for another four years.
Unfortunately, however, if you think you’ve won a major battle for both American society or the Second Amendment – or even a reprieve – you are wrong.
As I recently said in my blog, “Despite defeat, the left still schemes,” it’s time to stop celebrating and get back to the gritty work of protecting individual liberty.
Yes, the Grass Roots North Carolina Political Victory Fund did well in the election – as we generally do – but now both Congress and the NC General Assembly have convened for 2025, meaning we have our work cut out for us.
GRNC’s 30th Anniversary
GRNC’s annual meeting was held on December 7, including much-appreciated attendance by Senator Ted Budd, GRNC Life member and briefed GRNC members on the current congressional environment. As I noted to those attending, 2024 was GRNC’s 30th Anniversary – 30 years of kicking tail for gun owners in the NC General Assembly and Congress.
GRNC 2025-26 legislative agenda
In the NC House, there’s a new Speaker in town (so to speak). Over 4 terms, Representative Destin Hall has a 98% GRNC survey score, a 100% pro-gun voting record, and 96% in GRNC’s bill support measure used to evaluate bill sponsors and leadership.
So, the question becomes whether Rep. Hall will continue his excellent gun rights record as Speaker of the House. Placed in leadership positions, most politicians don’t.
To those who say GRNC can’t pass constitutional carry because the NC House is short one vote from the 6/10 supermajority to override Governor Josh Stein’s inevitable veto, I would point out that we were also one seat shy when we passed the purchase permits repeal.
GRNC’s 2025-2026 legislative agenda:
Pass constitutional carry: GRNC is working with Rep. Keith Kidwell to introduce a clean constitutional carry bill, free of weakening provisions required by then-Speaker Tim Moore.
Protect concealed carry applicants’ private medical information: Mecklenburg County Sheriff Garry McFadden is reportedly misusing the medical record release signed by CHP applicants to go on fishing expeditions for private medical information such as whether the applicant has children, or has had an abortion or STD, even using such things to reject applicants. Having sued and won against McFadden twice, GRNC will now seek redress in lawmaking.
Close the statewide firearm preemption loophole: Development is crowding out areas where gun owners have traditionally been able to shoot. GRNC will advocate options restricting local governments from enacting discharge bans or other ordinances that encroach on gun rights.
Reverse unconstitutional ATF rules: ATF has enacted rules making most, if not all, braced AR-type pistols into tightly regulated short-barreled rifles, even defying court orders to do so. Similarly, a recent ATF rule all but prohibits lawful private gun sales. GRNC will be pushing President Donald Trump and the Republican Congress to reverse those rules.
Prevent state officials from patronizing anti-gun banks: North Carolinians should have protections against anti-gun financial institutions as do Louisiana, Texas, and South Dakota.
GRNC legislative action
We will need to turn up the heat on politicians, particularly the handful of Democrats who have occasionally crossed the aisle to vote with Republicans. That requires money to flood their districts with mail, text messaging and phone alerts.
Unfortunately, that is money which, right now, we don’t have. Why? Because as always, GRNC threw everything we had at the elections, including printing 150,000 “Remember in November” voter guides and mailing 120,000 directly to gun-owning voters. GRNC’s policy toward elections is to be “all-in.”
Many of you have donated generously, for which I thank you. But in this new legislative season, GRNC needs additional resources to apply leverage to our state legislature and congressional delegation.
