Tell Senate Rules Committee Republicans to Move SB 815

The Permitless Carry Constitutional Amendment
|
Here’s the difference between a statute and a constitutional amendment: A statute can be vetoed. Gov. Stein already proved that when he vetoed S50. A constitutional amendment bypasses the governor entirely — it goes straight to the voters of North Carolina. That’s exactly what SB 815 does, and it was just referred to the Senate Rules Committee on April 22nd. It needs to move now.
What SB 815 does:
SB 815 amends Section 30 of Article I of the North Carolina Constitution — the right to keep and bear arms provision — by striking the current language that authorizes the General Assembly to prohibit concealed carry, and replacing it with this:
“Any citizen of the United States who (i) has not been indicted or convicted of a violent crime or felony possession or distribution of a controlled substance and (ii) has not been adjudicated mentally incompetent has the right to carry any legal weapon for self-defense, either openly or concealed, with or without a permit, except on public or private property that is legally posted against it. A system of concealed carry permits shall be maintained for purposes of reciprocity with other states and ease of purchasing weapons, but no law-abiding citizen shall be required to obtain such a permit to carry a concealed weapon.”
If the General Assembly passes it with the required three-fifths supermajority, the question goes to voters at the November 3, 2026 general election. No governor’s signature. No veto. The people decide.
The ballot question voters would see:
“Constitutional amendment to make it a right for any citizen who has not been indicted or convicted of a violent crime to carry any legal weapon for self-defense, either openly or concealed, with or without a permit, except on public or private property that is legally posted against it.”
Primary sponsors: Senators Moffitt, Lazzara, and Britt.
Why this matters:
North Carolina’s current constitution explicitly allows the legislature to criminalize concealed carry. SB 815 rips that authority out of the hands of Raleigh politicians and puts your right to self-defense beyond their reach — permanently. This is the legislative path that doesn’t depend on a veto override, doesn’t depend on one absent House member, and doesn’t expire when the political winds shift.
GRNC’s position: This bill must move. The November 2026 ballot is the vehicle. Miss this window and it’s gone for two more years.

Dear Senator,
I am writing as your constituent and a member of Grass Roots North Carolina to urge you to support moving Senate Bill 815, the permitless carry constitutional amendment, out of the Senate Rules Committee without delay.
North Carolina’s constitution currently contains language that explicitly authorizes the legislature to prohibit concealed carry — a provision that has no place in a state that respects the Second Amendment. SB 815 would remove that authorization and replace it with a clear, durable guarantee: that any law-abiding citizen who has not been convicted of a violent crime has the right to carry a legal weapon for self-defense, openly or concealed, with or without a permit.
Critically, this is not a statute. It cannot be vetoed. If the General Assembly passes SB 815 with the required supermajority, the question goes directly to North Carolina voters on the November 3, 2026 ballot. Let the people decide.
Governor Stein already vetoed statutory permitless carry. The constitutional amendment path is the right answer — and the November 2026 general election is the vehicle. If SB 815 does not move out of Rules in time to make that ballot, the opportunity is gone for two years.
I respectfully ask that you support scheduling SB 815 for a committee vote immediately, and that you vote to advance it to the Senate floor.
GRNC tracks votes on Second Amendment legislation and reports them to our members across North Carolina. I will be watching this bill closely.
