Candidate recommendations versus evaluations: Below are recommendations for effective voting strategies by the Grass Roots North Carolina Political Victory Fund. Candidate recommendations, which are more limited than blanket “endorsements,” are not made in all races, only in races where a clear pro-gun candidate stands out or where strategic voting is necessary to keep anti-gun candidates out of office. Note that in most cases, even pro-gun candidates are not included unless they have a primary election challenger.
Recommendations differ from GRNC candidate evaluations. While the evaluations are intended to provide an objective measure of where candidates stand on Second Amendment issues, GRNC–PVF recommendations are analytical and therefore subject to interpretation.
Note: As an addition to the instructions for the 2024 GRNC Remember in November voter guide and accompanying candidate evaluations, the increased numbers of parties on the ballot now require a legend to identify party abbreviations: In addition to the usual “R” (Republican) and “D” (Democrat), “C” is Constitution Party, “G” is Green Party, “L” is Libertarian Party, “J” is Justice for All Party, and “W” is We the People Party.

Important notes:
- Candidates who lack voting records or other history on Second Amendment issues and who fail to return GRNC’s candidate survey automatically receive a 0-star evaluation on the assumption that they are hiding their position from gun voters. Every election year, we receive complaints about ostensibly pro-gun candidates who receive zero star evaluations due to failure to return the survey. Each candidate is mailed a survey to the address he or she registered with the State Board of Elections. If they fail to return the survey, we cannot help candidates who will not help themselves.
- GRNC-PVF candidate recommendations are NOT blanket endorsements. We have analyzed roughly 200 races across the state. Unless otherwise stipulated, GRNC does not evaluate candidates on issues other than support for the Second Amendment. A GRNC-PVF recommendation does NOT reflect the candidate’s stance on other issues, and it does not reflect likelihood of winning a given race. The recommendation is merely our estimate of which candidate in a given race is most pro-gun.
- GRNC-PVF candidate recommendations are not given in all races. They are given only for races in which there are clear differences between the Second Amendment stances of candidates and are generally not provided for races in which a candidate is unopposed.
- Candidate evaluation listings: After each candidate’s name, his or her voting record (if applicable) or survey score is placed in parentheses along with their GRNC star evaluation (e.g. ****). “NR” indicates the candidate refused to return GRNC’s survey. Survey scores and voting records are expressed in percent (e.g. “survey: 92” is a survey score of 92%). If the candidate lacks a voting record, he or she gets a 0-star evaluation on the presumption that they are hiding their position.
- Recommended candidates: Recommended candidates’ names are printed in bold, upper case font (e.g. JOE SMITH).
- Vote all races: Although some races might appear to be unrelated to 2nd Amendment interests, you should vote against anti-2A candidates in order to stunt their political careers, regardless of the race.
- GRNC recommends that you vote early: Use absentee ballots if you must, but the optimal voting strategy is in-person early voting as described below.

FEDERAL RACES
US PRESIDENT
GRNC-PVF strongly recommends Republican DONALD J. TRUMP (GRNC ***) over Kamala Harris (D, GRNC 0-star) and minor party candidates. Some will grouse that Trump’s ATF implemented the unconstitutional bump stock ban, but any serious gun voter will do their best to keep Harris out of the White House. If elected, destroying the Second Amendment will only be part of the problems created by Kamala Harris which could result in the effective downfall of our republic. [Note: Although Robert Kennedy is listed in GRNC’s Remember in November voter guide, he was removed by court action after printing time.]
US HOUSE
District 1: The race for this swing (D+3) district pits Republican challenger Laurie Buckhout (survey: 96%, ****) against anti-gun incumbent Democrat Don Davis (voting: 56%, *). This district represents a pickup that could win or strengthen Republican control of the US House. GRNC-PVF strongly recommends LAURIE BUCKHOUT.
District 2: In this solidly Democrat (D+34) district, anti-gun incumbent Deborah Ross (D-2, GRNC 0-star) is being challenged by Republican Alan Swain (R-2, survey: NR, 0-star) who, unfortunately, failed to submit a GRNC survey despite two chances to do so. GRNC-PVF has no recommendation in this race.
District 3: In this solidly Republican (R+13) district, GRNC-PVF recommends incumbent GREG MURPHY (survey: 94%, voting: 92%, ****) over Libertarian Gheorghe Cormos (survey: NR, 0-star).
District 4: In this D+46 district, GRNC-PVF recommends Republican ERIC BLANKENBURG (survey: 100%, ****) over anti-gun incumbent Democrat Valerie Foushee (GRNC 0-star).
District 5: In this R+13 district, GRNC-PVF recommends incumbent VIRGINIA FOXX (survey: 100%, voting: 92%, ****) over Democrat challenger Chuck Hubbard (survey: NR, 0-star).
District 6: This new R+15 is expected to flip to Republican, giving the party an additional congressional seat. GRNC-PVF recommends ADDISON MCDOWELL (R-6, survey: 100%, ****) over perennial Constitution Party candidate Kevin Hayes (survey: 94%, ****).
District 7: GRNC-PVF recommends Republican incumbent DAVID ROUZER (voting: 92%, ****) over Democrat challenger Marlando D. Pridgen (survey: NR, 0-star).
District 8: The seat for this R+17 district was left open when pro-gun Republican Dan Bishop decided to run for NC Attorney General. GRNC-PVF recommends MARK HARRIS (survey: 98%, ****) over Democrat Justin E. Dues (survey: NR, 0-star).
District 9: In this R+13 district, GRNC-PVF recommends incumbent RICHARD HUDSON (survey: 100%, votes: 92%, ****) over Democrat challenger Nigel William Bristow (survey: NR, 0-star).
District 10: The seat for this R+15 district became open when longtime incumbent and Republican Patrick McHenry decided not to run. GRNC-PVF recommends PAT HARRIGAN (R-10, survey: 100%, ****) – who is a gun manufacturer – over Democrat Ralph R. Scott, Jr. (survey: NR, 0-star), Libertarian Steven Feldman (survey: 77%, **) and Constitution Party candidate Todd Helm (survey: NR, 0-star).
District 11: In this R+10 district, GRNC-PVF recommends incumbent Republican CHUCK EDWARDS (voting: 100%, survey: 100%, ****) over Democrat challenger Caleb Rudow (survey: NR, 0-star).
District 12: In this D+48 district, GRNC-PVF recommends Republican challenger ADDUL ALI (survey: 96%, ****) over anti-gun Democrat incumbent Alma Adams (voting: 0%, 0-star).
District 13: In the race for this newly-drawn R+15 district, GRNC-PVF recommends Republican BRAD KNOTT (survey: 100%, ****) over Democrat Frank Pierce (survey: NR, 0-star).
District 14: In the race for this new R+16 district, Republican Tim Moore spent years distinguishing himself for dedication to the Second Amendment in the NC House, but got dinged as House Speaker for pulling HB 189 for permitless concealed carry from the calendar at the last moment, effectively killing it. Because Moore is still clearly the best candidate in the race, GRNC-PVF recommends TIM MOORE (survey: 93%, voting: 100%, ***) over Democrat Pam Genant (survey: NR, 0-star).
STATE RACES
NC EXECUTIVE BRANCH
NC Governor: True or not, much bad has been spoken about Lt. Governor and Republican gubernatorial candidate Mark Robinson. As we have often said, a GRNC-PVF candidate recommendation is not an endorsement of a candidate’s character. It is a recommendation for effective voting strategy to maximize support for the Second Amendment in a given race. Democrat gubernatorial candidate Josh Stein has proven himself to be a hater not only of gun rights, but individual liberty. Stein is an unapologetic leftist who has proven his antipathy toward individual liberty in both the NC Senate and as NC Attorney General. We should also note that any “protest vote” cast for a third party candidate in this race is effectively a vote for Stein. GRNC-PVF strongly recommends MARK ROBINSON (survey: 100%, GRNC ****) over Josh Stein (voting: 38%, 0-star).
NC Lt. Governor (R): In the race for this seat left open when Lt. Gov. Mark Robinson decided to run for governor, anti-gun Democrat Rachel Hunt (voting: 0%, 0-star) demonstrated her opposition to the right to keep and bear arms in the NC Senate. By contrast, Republican Hal Weatherman has a long history of working for pro-gun conservative legislators. GRNC-PVF strongly recommends HAL WEATHERMAN (survey: 100%, ****) over Rachel Hunt.
NC Attorney General: In this race, both candidates have voting records from the US House and, in Dan Bishop’s case, also from the NC Senate. Democrat Jeff Jackson (voting: 0%, 0-star) proved his opposition to your Second Amendment rights by voting against you every time in Congress. By contrast, Republican Dan Bishop (survey: 88%, voting: 100%, ****) has earned a perfect 100% pro-gun voting record and has been a stalwart against leftism. GRNC-PVF strongly recommends DAN BISHOP for Attorney General.
NC Secretary of State: GRNC-PVF recommends Republican CHAD BROWN (survey: 100%, ****) over incumbent Democrat Elaine Marshall (voting: 0%, 0-star).
NC State Auditor: GRNC-PVF recommends Libertarian BOB DRACH (survey: 96%, ****) over Republican Dave Boliek (survey: NR, 0-star) and Democrat Jessica Holmes (survey: NR, 0-star).
NC State Treasurer: No recommendation.
NC Commissioner Agriculture: Republican Steve Troxler (survey: 95%, 0-star) showed his opposition to gun rights years back when he banned concealed carry at the state fair even after GRNC repealed the provision allowing him to do so. Democrat Sarah Taber (survey: NR, 0-star) refused to return GRNC’s survey. In this race, GRNC-PVF recommends Libertarian SEAN HAUGH.
NC Superintendent of Public Instruction: GRNC-PVF recommends Republican MICHELLE MORROW (survey: 97%, ****) over Democrat Maurice (Mo) Green (survey: NR, 0-star).
NC Commissioner of Insurance: Republican Mike Causey refused to answer GRNC’s candidate survey, so GRNC-PVF has no recommendation in this race. That said, however, Democrat Natasha Marcus (voting: 0%, 0-star) is a Michael Bloomberg gun control shill with a 0% pro-gun voting record in the NC Senate whose political career needs to be stopped in its tracks.
NC Secretary of Labor: GRNC-PVF recommends Republican LUKE FARLEY (survey: 92%, ****) over Democrat Braxton Winston II (survey: NR, 0-star).
NC JUDICIAL RACES
You MUST vote judicial races. Winning NC Supreme Court and Court of Appeals in 2022 helped us defeat leftist attempts to manipulate the voting process through the courts.
NC Supreme Court (Seat 6): This open seat is a potential Republican pickup which could make the NC Supreme Court 6-1 under Republican control, consolidating conservative principles from the Court for years to come. Having long earned support from GRNC-PVF in previous races, Republican Jefferson Griffin is highly worthy of support by 2nd Amendment voters. GRNC-PVF strongly recommends JEFFERSON GRIFFIN over Democrat Allison Riggs.
NC Court of Appeals (Seat 12): GRNC-PVF recommends Republican TOM MURRY over Democrat Carolyn Jennings Thompson.
NC Court of Appeals (Seat 14): GRNC-PVF recommends Republican VALERIE ZACHARY over Democrat Ed Eldred.
