Even if you called and e-mailed the Pitt Co. Commissioners last week, please do it again! Last week GRNC issued an alert against a Pitt County discharge ordinance that would make it virtually impossible for citizens to shoot on their own property. The Pitt Co. Commissioners then tried to curry favor by exempting “licensed” instructors which, of course, do not exist. After you nailed them for that, Pitt Co. played a shell game, devising a brand new version of the ordinance which looks pretty, but is actually worse than their original proposal, apparently thinking they can fool you into allowing them to ban shooting on private property.
Regardless of where you live, GRNC needs you to immediately CALL & EMAIL Pitt County Commissioners and demand that they stop continued efforts to restrict shooting on private property. This is a malicious contagion which must be stopped before it spreads to other counties.
What the latest version of Ordinance 8 does: - Requires you to get permission to shoot within 300 ft. of a neighboring property structure (try that with the New Jersey transplant who build a McMansion next to your property);
Creates an “exemption” that, in the end, applies only to concealed handgun instructors certified by the NC Criminal Justice & Training Standards Commission, and even then only during the conduct of a commercial business; and - Bans all public and PRIVATE "shooting ranges" unless they comply with expensive and difficult NRA requirements.
The net result could be a virtual ban on shooting on private property. Worse, Pitt Co. Commissioners have tried to bury their latest subterfuge in a maze of intentionally opaque regulations as follows: (1) The range has to meet requirements of Zoning Ordinance 14, which requires it to meet NRA standards; (2) Ordinance 14 Ordinance 14 requires that it meet both NRA range requirements and the requirements of its own shooting range Ordinance 9; and (3) Ordinance 9 applies all of those requirements to PRIVATE shooting ranges, also requiring you to carry $500,000 in liability insurance. Voila. A near-complete ban on shooting on private property, all without you knowing what they passed. The commissioners will claim an exemption for “a person target shooting on his own property” but, in truth, if you hang targets or designate a firing line, you become a prohibited “shooting range.” |
