Senate Republicans ran out the clock in 2017, but there are no excuses in this shiny new legislative session …
The General Assembly is back in session, and that means the Senate Rules Committee will once again have the opportunity to advance HB 746. In case you’ve forgotten, HB 746 is the “Permitless Concealed Carry” bill, which handily passed the NC House last year. Unfortunately, Republican leaders in the NC Senate allowed it to languish in committee while running out the clock on the legislative session. Afterwards, Senate leaders conveyed that they were unable to get to the bill because, well, the session had come to a close (ahem). Try that at work. Only in politics can one sit on his hands and then claim victimhood in the face of the seemingly unexpected passage of time.
It’s an Election Year
However, there is good news for Republican senators who wanted to vote on a pro-Second Amendment bill last year, but just ran out of time: the clock just started on a new legislative session. We’re once again on the right side of the clock, so there are no excuses. Even better, it’s an election year! What pro-gun senator would reject the opportunity to demonstrate gun-rights credentials just as an important day in November approaches? This legislative session could be a win-win for both legislators and the law-abiding, gun-owning citizens who soon head to the ballot box.
Insist on Permitless Concealed Carry in 2018

Not too long ago, Senate leader Phil Berger said, “The people of North Carolina expect their elected officials to keep their word.” I could not agree more with the senator, and I am writing to insist that Mr. Berger, you, and indeed all Senate Republicans live up to the explicitly pro-gun statements in the party platform.
Last year, Senate leaders stood and watched as HB 746 (“permitless concealed carry” and more) languished in committee, allowing time to simply run out on the bill. Running out the clock is not leadership, and gun owners like me expect more from you. This year, I insist HB 746 be given a hearing, and that you do whatever is necessary to shepherd it to the Senate floor for a vote.
Having ignored HB 746 in 2017, your commitment to gun rights is surely in question. Fortunately, it’s a new year, and you will have a fresh opportunity to show voters that you are indeed dedicated to the recognition and continued advancement of gun rights in North Carolina.
To hold to your own party’s platform, you must pass the gun rights bill, HB 746. The voters are expecting it, and we will be monitoring your actions on this important matter through alerts from Grass Roots North Carolina.
