STOP SB 191’s EMPTY PROPAGANDA &
INDOCTRINATION EFFORTS

WHAT IS HB191?:
SB 191 is the product of the Center for Safe Schools which claims to “Develop and implement strategies to ensure that students are safer in schools.” The Center has become a center for generating fear to garner money to accomplish its “goals”.
Apparently, SB 191 intends to spend close to 1 million dollars for the center to develop indoctrination materials on the consequences of gun use, and to require local school administrative units to impose the presentation upon all students in grade seven and grade nine in public school units. The bottom line is that this bill is a 1 million dollar propaganda effort. It will make schools no safer, but will line the pockets of the center and anti-2A organizations.

BACKGROUND:
SB 191 is slated to spend $900,000 to develop materials that already exist through a number of programs.
The Center for Safe Schools has been a failure in terms of both accomplishment and accountability for the dollars already provided to them. The center has received ~$35M in taxpayer funds to apply to the training and hiring of SROs. To date, there has been no audit or report on what the money has been used for, or if any implementation has occurred, other than the disbursement amounts to counties found HERE.
Now in 2025 the center wants another 1 million to develop propaganda & indoctrination materials.
IMPACT:
This is nothing more than “feel good” manipulation effort that does nothing to increase school safety.In a time with a shortage of school resource officers (SROs) at schools. It leaves many school districts without any increase in physical security or guards to keep students safe, despite previous funding.
This result is that this bill will likely generate more fear and mental trauma among students, than actual safety.
Numerous school gun safety programs already exist, via the National Rifle Association’s Eddie Eagle and the National Shooting Sports Foundation (NSSF) Project ChildSafe programs. There is no need to spend close to 1 million dollars to recreate materials.
The Eddie Eagle program provides FREE and low cost program materials HERE.
The NSSF offers the Project ChildSafe through county sheriff departments and local organizations in Raleigh, NC HERE . And via partnerships throughout North Carolina.

As a Grass Roots North Carolina member, I want to thank you for your previous support.
At a time where there is a shortage of School Resource Officers, spending an additional one million dollars to develop propaganda and & indoctrination materials is unnecessary and wasteful.
Senate bill 191 is a feel good, do nothing, propaganda piece, rather than delivering anything impactful on school or youth safety. Please see this bill for what it is, a wasteful effort.
Numerous school gun safety programs already exist,and are available in North Carolina via the National Rifle Association’s Eddie Eagle and the National Shooting Sports Foundation (NSSF) Project ChildSafe programs.
Accordingly, I strongly urge you to oppose the wasteful propaganda efforts that would be funded by SB 191 “CFSS Gun Prsnt. for Grade 7 and 9 Students”.
