U.S. House Bill 38 (“Constitutional Concealed Carry Reciprocity Act”), sponsored by North Carolina’s own Rep. Richard Hudson
(NC-9), has been introduced and is now in the House Judiciary Committee. This bill states that individuals eligible to carry a concealed firearm in one state may carry or possess a concealed handgun in any other state that allows concealed carry. The bill preempts most state and local laws related to carrying concealed and properly recognizes and establishes the right of private action for those who carry lawfully in their state to do so lawfully in other concealed carry states.
In a nutshell: If you can legally carry a concealed firearm in your state, this bill will recognize that legality in any other “concealed carry” state.
GRNC Supports this Bill
GRNC supports this bill and commends Rep. Hudson for introducing it. Like many other bills, especially at the Federal level, H.R. 38 may not be “perfect,” since the bill doesn’t “do it all.” However, it’s a giant leap in the right direction and does not give up any ground. Legislatively speaking, that’s near perfect, and allows us to revisit it later to further advance toward the perfection we’re seeking.
In order for bills like this to pass, however, your representatives need to hear from you. Therefore, we are asking all GRNC members and supporters to contact their U.S. House Representative in support of H.R. 38. Below, see how you can do that.

If you’re not in NC’s 9th District, contact your Rep. and tell them you expect him or her to support H.R. 38. Below, under ‘Contact Info,’ you’ll find a link you can use to quickly determine who your Representative is using your zip code. Then, use the corresponding contact link (also below) to get in touch with him or her. Under the ‘Deliver This Message’ section, find a copy-paste message to easily send them a message on this subject.
- PHONE YOUR U.S. REPRESENTATIVE:
Let them know that you support H.R. 38, and tell them to support Rep. Hudson (NC-9), the bill’s sponsor, as it makes its way through the process. Let them know you’ll be keeping tabs on their actions on this matter through legislative alerts from Grass Roots North Carolina. Dear Representative:
I am writing to voice my full support for H.R. 38 (“Constitutional Concealed Carry Reciprocity Act”), which was recently introduced by North Carolina’s own Rep. Richard Hudson. I am quite pleased that Rep. Hudson has introduced this bill. I strongly urge you to support H.R. 38 by voting for it and by doing whatever is in your power to help shepherd it through the legislative process.
The time for the Federal government to recognize the Bill of Rights, the entire Bill of Rights, is long past due. The right of all law-abiding citizens to keep and bear arms is spelled out in no uncertain terms in the Constitution and the time for pretending otherwise is over. As a law-abiding citizen, an adherent to our founding documents, and a North Carolina voter in your district, I am directing you to support any and all legislation that seeks to restore to The People what is rightfully ours, and that has, for too long, been unjustly withheld.
Show your support for H.R. 38 in ways that are tangible and recognizable to your constituents, because we are monitoring our representatives, and the actions you take on this bill are truly important.
