URGENT ACTION NEEDED: Tell Senate Rules Committee Republicans to Move HB 674 NOW
|
What’s at stake: North Carolina gun owners have been renewing their concealed handgun permits every five years — submitting paperwork, paying fees, and jumping through bureaucratic hoops to exercise a right that doesn’t expire. HB 674, the Firearms Liberty Act, would end that by creating a lifetime concealed handgun permit option for law-abiding North Carolinians.
The bill passed the House 70-42. It’s now sitting in the Senate Rules and Operations Committee — and it needs to move.
What HB 674 does:
- Creates a lifetime CHP option with the same background check and training requirements as the current permit — no shortcuts, just no expiration date
- Extends the renewal grace period so lapsed permit holders aren’t forced to retake the training class if they renew within six months (or up to one year with sheriff approval)
- Protects gun owners under Domestic Violence Protective Orders by allowing them to transfer firearms to a licensed dealer rather than simply surrendering them to a sheriff with no recourse
- Authorizes biometric defensive device storage at schools for trained employees
This is a common-sense, pro-gun bill with bipartisan House passage already behind it. There’s no excuse for Senate leadership to let it die in Rules.

As a law-abiding gun owner and supporter of Grass Roots North Carolina, I urge you to advance H674 – the Firearms Liberty Act without delay.
This important legislation protects the right to self-defense by establishing a lifetime concealed handgun permit, reducing unnecessary government paperwork and delays for responsible citizens. H674 does not change the existing permit process—it simply eliminates the need for renewals every five years for those who remain eligible.
In 2023, gun voters were promised action on permitless carry. We supported Senate Bill 50, but saw it stall. Now, with H674, you have a clear opportunity to show that Republican leadership stands with Second Amendment supporters in 2025.
Please do the right thing and move this bill forward now. Your constituents—and North Carolina’s gun owners—are watching.
